Born in Annapolis, Maryland, February 11, 1958. Graduated from Glen Burnie High School, 1976. Junior manufacturing engineer, Fairchild Republic Aircraft, 1977-81. Contract aerospace engineer, 1981-83, 1998-2000. Owner and operator, American Screen and Poster, Inc., 1983-95. Business consultant, 1996-97. Director, American College for Cultural Studies, 1998-2000. Executive Director, Institute on the Constitution, 2005- (director, 2001-04). Board of Directors, Northern Anne Arundel County Chamber of Commerce, 1990-92; Rockbridge Academy, 1999-2003. Legislator of the Year, Gun Owners of America, 2006. Married; three children.
On May 14, 2013, Mr. Dwyer was convicted in Anne Arundel County District Court for boating under the influence. The conviction was appealed. On October 25, 2013, Mr. Dwyer was convicted in Anne Arundel County Circuit Court for driving while impaired. On that same day, he was sentenced to 30 days in jail for driving while impaired, and 30 days in jail for boating under the influence. The sentence started on November 8, 2013 and was served on weekends at the Ordinance Road Correctional Center in Annapolis, and continued there until mid-March, 2014. Additionally, Mr. Dwyer was sentenced to three years of probation. Due to a violation of probation, Mr. Dwyer was sentenced on September 30, 2015, to six months in jail.
