The Board administers and enforces provisions of law concerned with collective bargaining for employees of State institutions of higher education. The work of the Board relates to the University System of Maryland, Morgan State University, St. Mary's College of Maryland, and Baltimore City Community College.
In response to complaints of unfair labor practices and lockouts, the Board may investigate and take appropriate action. The Board also may establish procedures for, supervise the conduct of, and resolve disputes about elections for exclusive respresentatives (Code State Personnel and Pensions Article, sec. 3-2A-05).
Initially housed at 45 Calvert Street, Annapolis, the Board moved to to 839 Bestgate Road in Annapolis in September 2002. Later, from November 2011 to November 2013, the Board was based at the George M. Taylor District Court/Multi-Service Center at 7500 Ritchie Highway in Glen Burnie. In November 2013, the Board moved back to its original 45 Calvert Street address in Annapolis.
Appointed by the Governor, the Board's five members serve six-year terms. The Governor also names the chair (Code State Personnel and Pensions Article, secs. 3-2A-01 through 3-2A-09).
The Board's Executive Director, since 2006, has been appointed jointly by the State Higher Education Labor Relations Board, and the State Labor Relations Board.
