The Board oversees creation both of the Maryland Longitudinal Data System and its Center.
Education and workforce data on each individual student in the State is contained with the the Maryland Longitudinal Data System. To determine how students are performing and to what extent they are prepared for higher education and the workforce, the System manages and analyzes this data. The System was established jointly by the State Department of Education, the Maryland Department of Labor, the Maryland Higher Education Commission, the University System of Maryland, Morgan State University, and St. Mary's College of Maryland (Code Education Article, sec. 24-702).
The Maryland Longitudinal Data System Center oversees operation of the Maryland Longitudinal Data System to maintain the data warehouse, ensure the security and privacy of student and workforce data, conduct research, and fulfill information and data requests (Code Education Article, secs. 24-703, 24-704).
The Governing Board appoints the Center's Executive Director, and approves its annual budget. Further, the Board determines the organizational placement and location of the Center, and develops an implementation plan for the System and the Center. Providing general oversight and direction to the Center, the Board also establishes its policy and research agenda, and oversees compliance with the federal Family Educational Rights and Privacy Act and other relevant privacy laws.
Fifteen members constitute the Governing Board. Six are appointed by the Governor with Senate advice and consent; of these, five serve three-year terms. Nine serve ex officio (Chapters 678 & 679, Acts of 2013; Chapters 91 & 688, Acts of 2019; Chapters 306 & 586, Acts of 2021; Code Education Article, secs. 24-701 through 24-707).
