In accordance with State law, all of the Commission's expenditures, as well as certain programs within the Maryland Department of Labor, are funded by assessments billed to insurance companies that issue workers' compensation insurance policies, and to companies that self-insure for workers' compensation coverage.
Appointed by the Governor with Senate advice and consent, the Commission's ten members serve twelve-year terms. The Governor names the chair (Code Labor and Employment Article, secs. 9-301 through 9-316).
The Commission is aided by the Advisory Committee on the Registration of Rehabilitation Practitioners, and the Medical-Fee Guide Revision Committee.
The Committee reviews, evaluates, and makes recommendations to the Commission regarding a vocational rehabilitation practitioner's application, when questions arise or clarifications are needed.
Appointed to three-year terms by the State Workers' Compensation Commission, the Committee consists of seven members who are certified rehabilitation practitioners (Code Labor and Employment Article, sec. 9-6A-05).
MEDICAL-FEE GUIDE REVISION COMMITTEE
The Committee reviews the methodology applied to the regulation of physician fees. It recommends to the Commission a method to both develop and regularly update a multiplier to be used with Current Procedural Terminology (CPT) codes. The Committee also is charged with recommending the best way to annually publish, distribute, and update the Official Maryland Workers' Compensation Medical Fee Guide (COMAR 14.09.03).

ADVISORY COMMITTEE ON THE REGISTRATION OF REHABILITATION PRACTITIONERS
The Advisory Committee on the Registration of Rehabilitation Practitioners was formed within the State Workers' Compensation Commission in 1997 by the General Assembly (Chapter 625, Acts of 1997).
The State Workers' Compensation Commission established the Medical-Fee Guide Revision Committee in December 2001.
ADMINISTRATION
Under Administration, work of the Commission is carried on by three offices: Finance; Information Technology; and Operations.
Finance oversees four divisions: Fiscal Services; Insurance, Compliance, and Reporting; Personnel; and Processing.
Under Information Technology are four sections: Computer Operations, Web, and Internet Services; Database Systems; Network Support and Office Automation; and Software Development and Programming.
Operations is responsible for five divisions: Claims Management; Court Reporting; Hearings; Public Service; and Support Services.
