Born in Staten Island, New York, November 2, 1930. Attended Caroline High School, Denton, Maryland. U. S. Army Command and General Staff College, 1973; Senior Reserve Commanders course, U.S. Army War College, 1977. University of the State of New York, B.S. (sociology), 1984; Senior Executives Programs in National and International Security, Harvard University, 1987; College of International and Security Studies and George C. Marshall European Center for Security Studies, 1999. Honorary Doctor of Laws, University of Baltimore, 2000. Order of the Cross of the Eagle, Republic of Estonia, 2001. Speaker's Medallion, House of Delegates, 2005. Widower; two daughters, four grandchildren. Died in Federalsburg, Maryland, November 26, 2016.


Montrose Military Reservation in Reisterstown, Maryland, the site of the former Montrose School for Girls, was renamed in 1991 as the Camp Fretterd Military Reservation to honor Adjutant General Fretterd.
