The Governor's Commission on the Development of Advanced Technology Business was initiated in March 2003. The Commission charge was to chart a framework for the revival of the high-tech economy in Maryland. The Commission identified Maryland's strengthes and weaknesses in its technology economy, assessed the technology initiatives supported in other states, and made recommendations to the Governor to further the growth of Maryland's technology sector.

On January 12, 2004, the Commission submitted its report to the Governor.

Through 2005, the Commission continued its work of making Maryland competitive in attracting and expanding technology investment and businesses.
