In April 2014, the Maryland College and Career-Ready Standards and Partnership for Assessment of Readiness for College and Careers (PARCC) Implementation Review Work Group was authorized (Chapter 246, Acts of 2014).

The Work Group, which held its first meeting by June 1, 2014, was charged with identifying and analyzing the best practices of local and other school systems successfully implementing the Common Core State Standards and the Partnership for Assessment of Readiness for College and Careers (PARCC). Further, it assessed how PARCC and the Maryland College and Career-Ready Standards (MCCRS) impact students with disabilities, English-language learners, and economically disadvantaged students. What new curriculum resources are required to fully implement the new standards and what professional development resources will be needed for teachers and principals also was considered. In addition, the Work Group examined what assistance the State Department of Education plans to provide to local school systems in preparing students and parents for the PARCC assessments.

In its final report, the Work Group recommended what resources are needed to teach students the computer skills necessary to take the PARCC assessments; a professional development plan to be implemented in the 2014-15 school year that helps local school systems implement the new curriculum (MCCRS); and a technology infrastructure plan that ensures local school systems have the resources to implement the new assessments (PARCC). Moreover, the Work Group considered how school schedules and calendar are affected by the new testing; and how teachers are being included in planning to improve implementation of the new curriculum (MCCRS).

In January 2015, the Work Group's work and the due date for its final report were extended to March 31, 2015.
