The Task Force to Implement Holocaust, Genocide, Human Rights and Tolerance Education was organized in September 2005 (Chapter 483, Acts of 2005) and restructured in June 2007 (Chapter 373, Acts of 2007). The Task Force was to advise the University System of Maryland on the establishment of a pilot program creating a Center for Excellence on the Study of the Holocaust, Genocide, Human Rights, and Tolerance.

The Task Force submitted an interim report to the Governor and General Assembly on December 18, 2007 and its final report on July 28, 2008. Authorization for the Task Force ended September 30, 2008.
