In July 2018, the Task Force to Study Access to Home Health Care for Children and Adults with Medical Disabilities was created by the General Assembly (Chapter 798, Acts of 2018).
The Task Force is to determine for 2017, how many home health care hours were prescribed (at the licensed practical nurse level) for children and adults with medical disabilities in Medicaid or managed Medicaid programs, including waiver programs. Prescribed home health care hours that were not administered also is to be determined by the Task Force, both by statewide numbers and by county.
Further, the Task Force will find out how many children and adults with medical disabilies in Medicaid programs previously had been and currently are authorized for certified nursing assistant care, and for home health care services (at the licensed practical nurse level).
Several issues that concern waiting lists for children and adults with medical disabilies in Medicaid or managed Medicaid programs are to be considered by the Task Force. Among them are how many currently are on waiting lists or registries; whether the waiting lists have grown or shortened in the last year, and the extent of change in the length of the waiting lists and registries.
The Task Force will consider reimbursement rates for the last ten years for Medicaid-provided, licensed practical nurse level home health care of Medicaid and managed Medicaid programs, including waivers. The average wages for licensed practical nurses in Maryland over the same period will be studied. Moreover, the Task Force will review Medicaid reimbursement rates of neighboring states for Medicaid-provided home health care.
Finally, the Task Force will make recommendations to improve access to home health care statewide, and to establish reimbursement rates.
Authorization for the Task Force ended June 30, 2019.
