The Task Force to Develop Performance Quality Measures for Managed Behavioral Health Care Organizations was created in 1999 (Chapter 579, Acts of 1999). The Task Force developed measures of quality for use by health care organizations that provide behavioral health care services to their members or enrollees. Behavioral health care services include treatment for mental illness, emotional disorders, drug abuse, and alcohol abuse.

On December 15, 1999, the Task Force submitted its interim report to the Senate Finance Committee and House Economic Matters Committee. The Task Force final report was submitted in December 2000.
