In February 2004, the Governor authorized the Governor's Task Force on Centralized Bidder Registration for Minority Business Procurement (Executive Order 01.01.2004.15). To improve the accuracy of State agency reporting of minority business participation in State-awarded contracts, the Task Force made recommendations to the Governor on developing and implementing an automated, mandatory centralized registration system of minority business bidders.

The Task Force reported to the Governor in March 2005.
