In June 2001, the Task Force to Study Motor Vehicle Salvage Inspection and Titling Practices was created (Chapter 474, Acts of 2001). To expedite and modernize motor vehicle salvage inspection and titling practices, the Task Force studied ways to decentralize salvage inspections and use certified inspection stations. The Task Force also considered the electronic transfer of salvage inspection assignments, and fees for salvage assignments and for titling vehicles rebuilt of salvage.

In January 2002, the Task Force submitted its final report to the Governor and General Assembly.
