Authorized in June 2002, the Prince George's Hospital System Improvement Task Force studied the Prince George's Hospital System, including factors which have contributed to financial deterioration of the Hospital System (Chapter 342, Acts of 2002). The Task Force also examined finances of the Hospital System, based on a recent review of the Dimensions Health Corporation by the University of Maryland Medical System. Thereafter, funding and capital strategies of the Hospital System were reviewed, and the relationship between the Prince George's County government and the Hospital System was examined.

The Task Force reported to the Governor and the Prince George's County Executive in January 2003.

The work of the Task Force resulted in a Memorandum of Understanding, signed by the Governor and the Prince George's County Executive on February 20, 2004, and the creation of an oversight committee to monitor recommended changes in the Hospital System.
