In July 2008, the Task Force to Study the Procurement of Health and Social Services by State Agencies was formed (Chapters 438 & 439, Acts of 2008). In June 2010, it was renamed the Task Force to Study the Procurement of Health, Education, and Social Services by State Agencies (Chapter 683, Acts of 2010).

Because the procurement of health, education, and social services by State agencies varies due to exemptions and noncompetitive negotiated awards, the Task Force first evaluated current procurement practices. It examined how timely requests for proposals are prepared and issued, and how quickly contractors are paid by State agencies procuring services. Standardization of contracting processes, documents, and required documentation also was considered by the Task Force. Other issues, such as current State laws or regulations, that affect the efficiency and cost of procuring health and human services were to be identified by the Task Force.

In formulating its recommendations, the Task Force considered how the procurement process affects quality and continuity of services; the cost and benefits of the current procurement process; and what impact procurement requirements have on the number and diversity of providers.

In November 2011, the Task Force submitted its final report to the Governor and the General Assembly.

Authorization for the Task Force ended June 30, 2012 (Chapter 683, Acts of 2010).
