At the request of the Governor's Office of Homeland Security, the Maryland State Police and the Maryland Institute for Emergency Medical Services Systems convened the Maryland Active Assailant Interdisciplinary Work Group in September 2013.

For active assailant incidents, the Work Group provides guidance for preparedness, prevention, protection, response, and recovery. Duties of the Work Group were further defined by the Governor in February 2018 (Executive Order 01.01.2018.08).
