State agencies involved with geographic information systems (GIS) began meeting in July 1992. In January 1993, the Maryland State Government Geographic Information Coordinating Committee was organized formally by the Governor. In April, the Committee became the Maryland State Geographic Information Committee. In April 2001, the Committee adopted new bylaws, under which the Committee's structure is composed of caucuses and subcommittees. The Committee's focus also expanded to include all user groups statewide.
Through the Committee, State agencies address issues related to geographic information systems. The Committee seeks to reduce costly duplication of data collection, transfer and systems implementation. It also supports data-set development; creates guidelines for use, exchange, and preservation of spatial data; and coordinates State efforts with federal agencies and private organizations.
Originally, Committee members included users and managers of geographic information systems from the Department of the Environment; the Department of Housing and Community Development; the Department of Natural Resources; the State Highway Administration of the Department of Transportation; the Office of Planning; and the State Archives. In April 2001, bylaws were adopted which expanded the membership to include federal, State, county and municipal government; private sector users and vendors; education groups; and the public, including nonprofit organizations.
Now, the Committee is organized into five caucuses: Education; Federal Government; Local Government; Regional; and State Government. Two subcommittees also assist the Committee's work: Data and Resource, and Outreach and Education.
