Report, final redistricting plans, & maps to Governor's Legislative Office (Executive Order 01.01.2021.02)

In January 2021, the Governor created the Maryland Citizen Redistricting Commission (Executive Order 01.01.2021.02).

The Commission charge was to prepare Maryland's two redistricting plans: one for legislative election districts, and one for Congressional election districts. The plans were to be drawn in accordance with all State and federal constitutional, legal and judicial requirements. Further, the plans were to respect natural boundaries and geographic integrity, and be as equal in population as possible. On November 5, 2021, the Commission presented these plans to the Governor for submission to the General Assembly at the Special Session called for December 6, 2021.

In preparing maps for these redistricting plans, the Commission held regional summits, maintained an electronic portal, and otherwise provided opportunities for the public to participate in the redistricting process.

Appointed by the Governor, the Commission consisted of ten members. The Governor named the Chair (Executive Order 01.01.2021.02).
