Born in Camden, New Jersey, June 6, 1952. Attended Overbrook Regional Senior High School, Pine Hill, New Jersey; Fairleigh Dickinson University, B.A., summa cum laude, 1974; University of Tennessee School of Law, J.D., December 1976. Admitted to Maryland Bar, 1977. Member, Maryland State Bar Association; Washington County Bar Association (secretary, 1982-84). Director, Washington County Criminal Defense Bar Association, 1988-92. Member, Maryland Association for Justice (formerly Maryland Trial Lawyers Association); Maryland Criminal Trial Lawyers Association; National Council of United States Magistrate Judges; Federal Magistrate Judges Association; Maryland Circuit Judges Association (executive & family law committees).
