Born in Philadelphia, Pennsylvania, August 23, 1940. Served in U.S. Army (82d Airborne Division). The Catholic University of America, B.A. (political science), 1965, M.A. (regional & urban planning), 1967; paralegal degree, Anne Arundel Community College. Former policy staff, U.S. Department of Housing and Urban Development. President, Crofton Civic Association, 1988-90 (board member, 1986-90). President, Maryland Circuit Court Clerks' Association, 1991-94. Board member, Bowie Health Center, 1992-99. Member, National Association of Court Management, 1994-; Mid-Atlantic Association of Court Management, 1994-. Board member, Young Men's Christian Association of Anne Arundel County, 1995-98. Instructor, Court Professional Development Programs, 2000-; National Center for State Courts Institute of Court Management. Past member, Kiwanis Club of Crofton. Honorary member, Rotary Club of Crofton. Married; two children, five grandchildren.
