Elected to four-year terms by the voters, the Board of County Commissioners consists of five members, with one residing in each of the three County Commissioner Election Districts, and two members elected at large. Annually, the President and Vice-President are chosen for a one-year term by the Board.

To improve matters of policing, the Board is to meet quarterly with heads of law enforcement agencies and work with those agencies and County government. Further, the Board will appoint civilian members of Charging Committees and Trial Boards, receive complaints of police misconduct filed by members of the public, and, on a quarterly basis, review outcomes of disciplinary matters considered by Charging Committees.
Appointed to three-year terms by the Board of County Commissioners, the Police Accountability Board consists of nine members. The Board of County Commissioners chooses the Chair (Code Public Safety Article, secs. 3-102 through 3-104; Board of County Commissioners Resolution 07-22, Feb. 15, 2022).
