ORIGIN & FUNCTIONS


DEPARTMENT OF EMERGENCY SERVICES

For County government, the Department of Emergency Services, formerly the Division of Emergency Operations, is responsible for emergency readiness and response. Coordinating efforts between federal, State, local and volunteer agencies, the Division receives all Harford 911 emergency calls, and oversees volunteer fire companies in the County (Code Public Safety Article, secs. 14-109 through 14-113; County Code, sec. 9-201).

The Division oversees the 911 Communications and Dispatch Center, the Office of Emergency Management, and the Hazardous Materials Response Team. In its duties, the Division is assisted by the Local Emergency Planning Committee.

Appointed by the Governor on recommendation of the County Executive, the Director oversees the Department (Code Public Safety Article, sec. 14-109).


FIRE MARSHAL

Serving Cecil and Harford counties, the Deputy State Fire Marshal assists the State Fire Marshal by investigating and enforcing laws relating to fire prevention. These include federal, State and County laws concerned with arson, installation and maintenance of fire detection and extinguisher equipment, availability and adequacy of fire exits at public and commercial establishments, and the storage, sale, or use of explosives and combustibles (Public Safety Article, Title 6-305).

The Deputy State Fire Marshal is appointed by the State Fire Marshal (Public Safety Article, sec. 6-303).
