The Department operates through four divisions: Environmental Operations, Maintenance, Roads, and Water and Wastewater Services.
ENVIRONMENTAL OPERATIONS DIVISION
The Environmental Operations Division oversees solid waste, including landfills and recycling (County Code, secs. 109-1 through 109-24).

Under the Department of Public Works, the Environmental Operations Division originated as the Waste Management Division, and reformed as the Environmental Services Division before adopting its present name.
PUBLIC LANDINGS & FACILITIES BOARD
The Public Landings and Facilities Board regulates public landings, docks, public and private moorings, public piers, bulkheads, dredging, ramps, and derelict boats. It also makes recommendations regarding rules and regulations (County Code, sec. 68-3).
The Maintenance Division manages and constructs capital projects (County Code, secs. 214-1 through 214-49).
The Roads Division constructs and maintains County roads, bridges, and related structures, and is responsible for traffic safety.
The Water and Wastewater Services Division manages water and wastewater treatment plants, and is responsible for stormwater management and sediment control.
