ORIGIN & FUNCTIONS


DEPARTMENT OF PUBLIC WORKS

The Department of Public Works oversees four divisions: Engineering, General Services, Roads, and Solid Waste (County Charter, sec. 506).

ENGINEERING DIVISION
The Engineering Division designs public projects and reviews private projects which involve marine structures, river dredging, road construction, stormwater management facilities, stream restoration, and drainage systems.

GENERAL SERVICES DIVISION
The General Services Division maintains twenty-one County properties. It is responsible for emergency response, administration, accounting, inventory control, painting, carpentry, electrical work, plumbing, HVAC, roofing, flooring, lighting, sound system work, fire safety service, security work, elevator service, window work, hardware service, power washing, furniture moving, carpet cleaning, janitorial service, fleet maintenance, mowing, pruning, planting, irrigation services, snow removal, de-icing, and sandbagging.

ROADS DIVISION
The Roads Division plans, maintains, and constructs all County roads, twenty-six bridges, and eight dams. This involves ditch maintenance, roadside grass mowing, tree trimming, crossroad and driveway pipe installations, constructing and resurfacing of roads, snow removal, and sign installation. The Department also runs two automobile ferries that provide a route across the Wicomico River, free of charge: the Upper Ferry, and the Whitehaven Ferry.

SOLID WASTE DIVISION
Formerly the Solid Waste and Recycling Division, the Solid Waste Division is responsible for landfill, recycling and dredging operations. It runs the Newland Park Landfill (northwest of Salisbury), eleven transfer stations for the use of homeowners to dispose of their household garbage and recyclables, and eight recycling convenience drop-off stations.

Functions of the Division include emergency response; snow removal; landfill operations; borrow pit operations; mulching; hauling of leachate, waste, and recycled materials; convenience center operations; facility maintenance; inspection; accounting; and techincal support. The Division also oversees contractual work for engineering, surveying, right-of-way acquisition, fleet maintenance, environmental testing, methane processing, litter control, and recyclable processing.
