The Interstate Compact for Juveniles regulates supervision of juveniles who are on probation or parole and have left their state of residence. Administration of the Compact is overseen by the Interstate Commission for Juveniles, which promulgates rules governing the movement of juveniles. The Commission monitors compliance with such rules to protect both the safety of affected juveniles and the public (Code Human Services Article, secs. 9-301 through 9-314).

In 2007, the Compact was enacted by Maryland (Chapter 500, Acts of 2007). The Compact became effective in August 2008, when the thirty-fifth state ratified it. The Commission first met in December 2008. Prior to 2008, an earlier compact had governed the interstate movement of juveniles who may have absconded, escaped, or run away.

Today, every state and two territories have joined the Compact.

The Interstate Compact for Juveniles requires each member state to create a state council (Code Human Services Article, sec. 9-310).

The Maryland State Council for Interstate Juvenile Supervision oversees Maryland's participation in the activities of the Interstate Commission for Juveniles. The Council also develops policy concerning the operation and procedures of the Interstate Compact within Maryland.
